What is the proper ratio of bleach to water in order to make an effective disinfecting solution?

I can't remember the ratio used to make an effective solution to use as a rinse after something has been thoroughly cleaned with soap and water. I am cleaning a pvc tank that has been used for water only but allowed to aculate mud. The tank will be used for drinking water if I can disinfect it.
