Can I become a Hebrew without being a jew?

Can I convert to the Hebrew religion without having a formally certified mother of jewish race? Or is Hebraism a racially based religion in which only those descended from the tribes who made a covenant with God can partake? If yes, then how much time does it take to convert and will I be able to claim Israeli citizenship?
