Strange noise from streetcars in New Orleans?

I just moved to New Orleans in the fall of 08 for school and i noticed while riding the streetcars that every so often, they will begin making a strange chugging sound that will eventually just kinda die out. Ive gotten on some that don't make the noise at all and ive gotten on others that make it constantly, so if anyone knows why that is, could they please tell me?
