Can implied metaphor and personification be similar?

personification specifically igns human attributes to non-human things (like a city). An implied metaphor is more general and doesn't necessarily have to ign human attributes. A metaphor would be more like "The city was a sleeping child, too peaceful to know what was really happening only a few miles away."
